#Error during the conversion of input combined date and time data while using ToDate()

Hi All

      I have to extract or convert the  date field alone from the existing combined input data of date and time:-

I got to convert the StartTime field for which i used the following formula:

However i am receiving #Error in the output. Please provide a solution to this
